Man hit by deputy’s squad is identified

SPARTA — Authorities identified Mark A. Chapin, 31, of Fort Atkinson, as the man hit Monday night by a Monroe County Sheriff’s deputy while walking on a highway, according to the Wisconsin State Patrol.

Chapin was walking with his back to traffic in the southbound lane of Hwy. 27 just south of Hwy. X about 9:25 p.m. when he was struck by a Ford Crown Victoria driven by 41-year-old Deputy Fritz Degner, of Sparta, the state patrol stated.

The deputy attempted to avoid the man but hit him with the side mirror.

Chapin was taken to Franciscan Skemp Medical Center with non-life threatening injuries, according to the state patrol.

The incident is under investigation.

" He was walking in the same direction of traffic down the middle of the lane wearing dark clothing and drunk on his a**! "

" Is the man walking on the WRONG side of the road at fault? I see this all the time. People don't walk on the correct side of the road. At Warrens Cranberry Fest, you will get walked over if you were to walk on the side facing traffic. The "police" watch them do so and do nothing as if they don't know the difference. "
