Child Support Agency earns state recognition

The Monroe County Child Support Agency is one of 11 such agencies in Wisconsin to receive a Certificate of Outstanding Achievement for 2007 from the Department of Workforce Development in Madison.

The agency was notified of the recognition on May 2. The award is given annually to child support agencies that demonstrated outstanding achievement in paternity establishment, court order establishment, collections on arrears cases and collection of current support. A paternity rate of 90 percent is needed to be considered for the award, as well as a collection rate of 1.43 percent on arrears cases compared to 2006 numbers, and an increase of current support.

Pamela Pipkin has been with the Monroe County Child Support Agency since 1989, and coordinator since July of 2006. This is the first time the agency has received this award since Pipkin has been coordinator. The agency last received the award in 2003.

“This is really huge for me because it was my first full year as coordinator,” Pipkin said. “We have a staff of six, and I really applaud their efforts.”

The Monroe County Child Support Agency staff includes Darlene Larson, Jenny Gordee, Kathy Brownell, Linda Moser-Buse and Bonnie Peters.

“We really increased our efforts,” Pipkin said. “We tried to start getting payments on cases with back support. That has really assisted us.”

Monroe County was the only local county agency to win the award. The other counties were Adams, Barron, Chippewa, Douglas, Eau Claire, Manitowoc, Racine, Rock, St. Croix and Waushara.

I also know some really goods dads that their dead beat ex-wives don't feel that they should have to pay and when they do, there is no justification in why they are not paying what they should. Monroe County Child Support Agency does not deserve the award - hands down. If anyone is disagreeing, I bet they have never had to deal with these people. I was told "to get off my lazy butt & find a job" when I called to find out why the c/s wasn't coming. Sad thing is - my children needed me (medically) at home but the piece of crap dad "couldn't afford" to help even though he made 50 plus thousand dollars a year. Truly Sad. Way to go Monroe Cty C/S "

" I have dealt with this issue for 8 years now. In the past 2-3 years I have seen a vast improvement with the people who work in the child support office. Prior to that if I wanted anything done, I had to write a letter directly to the judge because the case worker I had refused to do anything about the $5,000 plus that was owed. Like the other single moms that responded I work full-time and as much overtime as I can squeeze in. I also call when the check doesn't come. Like most public employees they have more cases than they can possibly keep track of so bringing a problem to their attention is the best way of getting action. "

" I was a single mom who raised 3 kids. I didn't get child support, they all had the same father, he left us and I had 3 jobs to take care of my kids. They are all grown now, I know it is tough for mom's who have dead beat ex's, I've been there. I was only pointing out that I have SEEN people, to include my own sister, live on welfare rather than work and THEN when she HAD to go to work, she is working minimum wage and did not prepare for her own future thus is a bitter woman. She has no retirement plan etc. Kudo's to the mom's that really try. I know their are good mom's out there but also there are a few that have kids to remain on welfare, sorry if you misunderstood my statement, I was just pointing out that there are these things that go on. Those of you that are trying your best by working and raising your children it is a difficult road but can be accomplished. Best wishes to you and your children. There also are good "dad's" and dead beat mom's, the law should treat either equally when seeking the child support needed for their children. "

" Everyone who has commented has a legitimate point of view. Someone always gets the short end of the deal. I just believe before an agency gets an "award", it is being given because everyone they deal with is treated fairly. As we can see that hasn't happened with this agency. They need to be revamped and men added to the staff as well as making their policies equal across the board. "

" I also receive c/s and know those Moms who have to pay. My concern is, when Monroe County C/S needs to help they don't want to do their jobs but when they don't need to stick their noses in and screw up on paperwork, then they put leins on vehicles that don't deserve it and to try and make them fix the mistakes they made is impossible. Am I making any sense? Talk to the agency sometime and you will come out feeling just as confused!!!!!!!! "

" Times are changing and good thing for dad's as not all woman are meant to be mothers. They should NOT be lenient on these woman. I'm sure that most just go get pregnant and have another child or two to make things even more difficult. Less "handouts" and placing more responsibility on BOTH parents is needed. People need to stop having children if they can not afford them, unfortunately that is HOW some woman chose to live, by having children from multiple father's can really make them a good income, but only till the children reach age......I've seen that too, then they have to go to work like the rest of us. Congrats on the award, keep up the good work!! "

" What percentage of these cases are aimed at making a father being held accountable for support as apposed to a mother being held accountable? I'm guessing the accountability is very lopsided. In recent years more fathers have custody of their children but getting the mothers to pay support seems to be a 'non' issue for the child support agency. I'm a mom who has known parents on both sides of these issues and I have yet to see any child support agency put the time and effort into making these issues equalized.
